Jorgenson and Schreyer () summarise many of the issues that arise in measuring individual and social welfare. 10 One question relates to the choice of the unit of measurement. Social programs in the United States are welfare programs designed to ensure that the basic needs of the American population are met. A more equal distribution of the existing level of income and output might make a greater contribution to national welfare than a sizable increase in total with no change in its distribution. The approach to income expansion have received increasing attention in recent years in almost all welfare states.
